Sanctions, sovereignty, territorial integrity, REPowerEU diversification. Standard, necessary, correct. But a document does not resolve a political contradiction.

🚨 New: Green industrial policy in backdrop of EU recovery funds

In 2020, Covid froze Italy's economy. 🇪🇺 agreed on 🇮🇹's Recovery and Resilience Plan (PNRR): €194.4B, largest share of NextGenEU.

The PNRR is now almost over, at last instalment.

What did it actually do for climate & energy? 🔋🪡

“Interesting” re Italy’s RepowerEU funds spent (as of end 2025) 👇
And what about M7, ie RepowerEU funds rearranged after Russia's energy crisis and *explicitly designed to accelerate the green transition*?

Well, of the €2.5bn registered at project level up to 2025, most went to gas (€420m).

Renewables lagged behind. Only double the size of H2 investments.

M3 Sustainable mobility €25bn
M4 Edu & research €30bn
M5 Inclusion & cohesion €16bn
M6 Health €16bn

After 🇷🇺🇺🇦 & Meloni's new got, a revision added:

M7 REPowerEU (€11bn), with ~transition flavour

First, history.

Initially negotiated by Conte, the PNRR was rewritten/submitted by Draghi in spring 2021, then approved by the EU in summer. After Sep 2022 Meloni kept it. In 2023, a twist: the RePowerEU (more below).

Since inception, the plan followed 6 Missions tied to specific targets...

The EU cut Russian gas imports from 150+ bcm (2021) to 36 bcm in 2025, while clean power investment hit €338bn, 18% of the global total. Now Brussels wants that shift to go global: "Electrify Now" targets 35% clean electricity worldwide by 2035, up from 20%.

There is an EU wide initiative underway, as part of REPowerEU.

Hopefully as a side effect it can also stimulate domestic industry rather than relinquishing control of supply to Asia as happened with solar.

♨️ The link to heating & cooling?

REPowerEU aimed to double EU heat pump deployment (+10M units in 5 yrs), modernise district heating & speed up renovation.

Every year of delay means more households stuck with volatile gas prices & costly boilers.

💶 €300 billion pledged for the clean energy transition, €54 billion delivered. #EUPol #EnergySky

Europe faced its 2nd fossil fuel crisis in under a decade. REPowerEU was meant to end reliance on Russian gas but the European Court of Auditors confirms EU capitals committed under 1/5 of the funds. 🧵

REPowerEU , the European Commission's strategy for reducing the EU's energy dependence on Russia, is poorly constructed and lacks effective management tools, according to the European Court of Auditors.

This is not correct.

It is easy for the US not to import Russian oil products, as they had no trade in 2022 and no dependencies.

Europe, on the other hand, had significant trade (indeed, a strategic blunder built up over many years) in such products. The comparison is therefore flawed.
REPowerEU – phase out of Russian energy imports
This is the EU’s strategy to phase out Russian energy from EU markets in a gradual and coordinated way.

Solar is only about 5-6% of the total EU energy system, and the RepowerEU goal is 7.5% by 2030. You are a liar, twisting facts
