in MA, RGGI $ fund "MassSave," a costly program that does great things eg. pay for insulation improvements. But it has HIGH admin/ marketing costs and funds go down the drain on heat pumps. Sadly, because ISO-NE is so inefficient, generating power for a HP often uses more energy than gas heat

9. That political pressure and predictable result meant that for the early years of RGGI, prices were too low to drive meaningful CO2 reduction. Only once load growth chewed through the (over) allowances would prices rise to levels necessary to do what should have been done in the 1st place.

OK, time for a RGGI rant as a guy who was running a clean energy business and trade association in New England when it was created. Rising prices today is because RGGIs design, and was predicted by all of us who tried (in vain) to make it better. www.canarymedia.com/articles/car...
