New OPM guidance says OMB "has determined" agencies may do work on mass firings during shutdowns.
This seems like a blatant Antideficiency Act violation, which caries criminal penalties.
However, the Trump admin won't prosecute itself, so this is yet more broken budget laws from the Trump admin

The only exception to that is with respect to reductions in force (RIFs). The bill appears to both roll back RIFs announced during the shutdown and prevent any further RIFs between now and Jan 30.

Some good CG news - when the federal government's RIFs started, the CG was initially exempt as their civilian workforce is relatively small & integral for CG operations.
A reliable source now reports that the CG will likely be exempt from RIFs & firing of probationary employees going forward, too!
