This is a classic “two things can be true but what’s the proximate cause?” situation. To be fair, in this case I don’t know! Facts you’d need to answer that question: the winery’s exposure to export markets and RNDC, its varietal and pricepoint mix, its owned-premise strategy, etc.
What's weird is that I heard this reported on NPR yesterday but they were framing it as "young people are just drinking less wine nowadays" and that was the main problem. Really bad reporting.

The situation at RNDC California is looking dire for workers as the multi-billion-dollar firm scrambles to complete its self-inflicted exodus from the state by September 1. One source, a ~20yr employee who makes ~$100k, tells me the severance RNDC is offering would total just $900 for them.
