Rebuffat 2004 (see alt text) thinks it is Libyco-Berber. But we cannot read it and it looks quite different from other versions of the script.
One also remarks the doubled letters, which may point to writing gemination. Whether this is old or influence from Latin is an open question.

Today’s impossible task: sifting through my dad’s old climbing books (cleared from the house since stepmother’s death in January) to pick out some to send to my brother (who was told he only had months to live in December). So many old friends here.
