Yes - and many other aspects of the PATRIOT Act fall into that same camp. I was one of the ones warning of this danger at the time.

WHICH all of that can be rescinded if unspent...this is why we're seeing the hap hazard spending ICE is trying to do to ensure Recission does not happen to the Billions projected to be spent. Either way, ICE is going to lose a TON upon TON of money...especially after the Mid-Terms...

I should clarify that if they are not actively using the funds but intend to later in the fiscal year, that inactive money or allocation is what gets targeted in a RECISSION.

I think they need to introduce all of the things, including recission, and force veto after veto after veto so people can see who the real obstacle is. But they can't unilaterally claw back funds that have already been appropriated.

That funding can be reversed in a Dem controlled House. They are allowed to spend the money they have but if they are not spending it, a RECISSION can happen. That's the tactic Vought is using RIGHT NOW with NIH. And we're talking Billions of dollars...
