more money can temporarily fix a recruiting problem if you're willing to throw huge signing bonuses at new recruits, but it can make the morale and attrition problem a whole lot worse, and none of the people leading these agencies has the organizational skill needed to balance those out

The DoD already has a recruiting problem not only with uniform but also filling technical civilian roles. I think this was an active attempt to weaken our military.

militaries are broadly unwilling to do this. the reason that autocracies use death squads is that it takes a certain psychological makeup to murder your own countrymen en masse.
something that is especially clear if you have studied colonialism a bit: a load bearing aspect of maintaining even a semblance of democracy (or defending a sitting autocracy from democracy) is having a military that is unwilling to kill its own citizens
