Ian Brown & Douwe Korff wrote a major report for DG Justice in 2011, Ian & I wrote #RegulatingCode in 2011 (published March '13), but Joel Reidenberg, Scott Marcus & I wrote about useless Safe Harbours & SSCs for data transfers for DG Justice in 2006-7. They sent me to talk to Indian govt etc...
