In ultra-stable telescope systems call (roses25), seven proposals were found "selectable". No money yet/funding path unclear. Crucial for HWO, but for applications throughout industry.

The most recent information I have is as of July 22 and matches what @katvolk.bsky.social wrote:

Updates/Reminders re ROSES25

No more NOIs for Appendix C programs (Planetary).

New restrictions on duplicating and resubmitting proposals.

New Open Science & Data management plans with not required templates.

Re ROSES25, moving to dual anonymous proposal review (DAPR) for everything. Everything first reviewed anonymously, and highly rated reviewed again to make sure people/resources are appropriate.

Been over a year since the 5 months late ROSES25 was released. OMB is really going to delay us into skipping an entire year of solicitations.
ROSES25 is finally out. It's bad.
No DAPs. Solar System Science (the pre-planned consolidation of SSW and SSO, but now also PDART) has only $10M this year and is called an "omnibus program element."

Trump's budget is just a proposal. Senate already looks to ignore; this is impoundment in advance.

I've heard that the ROSES-24 Mars awards are basically on hold. At least one person I know was given their score, told their proposal was "fundable", and to wait. Everything is on hold. Hopefully we'll have some clarity by the end of the month on ROSES25.
Fox says the delay in the ROSES-25 solicitation was to wait for the release of the FY26 "skinny" budget proposal. Now that it has been release, NASA is working on final edits to ROSES with the intent to release it "as soon as the end of the month." (It is 3 months late now.)

As of May, the SSS program (that absorbed most planetary science funding in ROSES25) has assessed 43 proposals as "eligible for further review prior to selection." I don't know if there have been any selections or awards. Per the schedule in the SSS solicitation, this is >6 months behind.

It is also wrong. NASA, at least, is required to use the WH budget request for planning purposes. (This is the stated reason for the ROSES25 delay.) Which means that a tremendous amount of irreversible damage will be done before Congress ever gets a say.

Update on ROSES25 from MEPAG: original delay was due to compliance with EOs (didn't say which ones, but I'm guessing DEI). Now the delay is concern about the FY26. They did not give a timeline.

Important Note: All deadlines will be updated (since many deadlines have passed).

If I can read between the lines, we may not get ROSES25 until the President's budget request is out, which was mentioned would not be until Memorial Day, so may be after that.

Bottom line: I don't think it will be soon.
