the hypothetical is wrong though - i am okay with warmongers and ripple precisely because they target (mostly) some of the strongest decks in the meta. if they piled on pressure on weaker decks while not doing anything to the runeblades and assasins of the world, i wouldn't be fine with them.

Warmongers is mostly only relevant into Rangers, Warriors and Runeblades.
And both cards will punish you for engaging in back-and-forth attacking/defending, but i'd argue getting tempo back after Codex is far harder simply because of the type of deck that plays it. It truly wins games on the spot.

Second Generation death knights counted as texbook hexblades, arthas and the other deathknights of the scourge before was the lich king were all about their runeblades and it did gave them necromantic powers which is the theming of hexblade as a subclass

There probably will be cards that reference him in the set and they probably tried to slot him in mechanically (with Viserai usurping him), but couldn't justify having two runeblades in limited?
