This is a Medusa Gall made by Rhopalomyia medusa, the Sagebrush Medusa Gall Midge. The mass of green tissue forms after a “female midge lays her eggs on sagebrush buds. The developing larvae secrete saliva that alters plant growth causing the sagebrush to form a swollen, abnormal growth around them”
