The WV Senate passed SB490, which says “No state, county, or local elections office may use ranked choice voting or instant runoff voting to conduct an election or nomination of any candidate in this state for any local government, statewide, or federal elective office.”
Ranked choice voting would be banned under bill passed by West Virginia Senate - WV MetroNews
The system uses voters’ rankings of candidates to choose the winner.

This Bill correlates with them trying to keep abortion off the ballot somehow?

I believe they are raising the thresholds which would make referendums impossible.
