It's even worse in nukeland.

The arsenal exists in no insignificant part to extend deterrence to allies. If its only job was keeping China from whacking the US homeland over the head with a stick you wouldn't need, say, SLCM-N. So why lobby for SLCM-N or 400 warheads a year with "America First"?

The SLCM is better known as Tomahawk. You might have heard of it: it's the US' weapon of choice.

Tomhawk was also nuclear capable (dual capable or SLCM-N in the lingo).

Why did this give the us a big advantage? Russia/USSR has never had a big enough navy to take advantage of this weapon class.

Something you don't quite realize until you interact in person with people in American defense is that every acronym must be a word.
JHMCS is "juh-hem-icks," AARGM is "arr-gum," LRASM is "luh-rah-sim," JATM is "ja-tem," etc.
SLCM was a big deal for tomahawk. And I guess it is again with SLCM-N.
