This requires convoluted legislation passed on (and repealable by) a party line vote because there is no such thing as objectively "fair maps" under SMDs. It's still the tyranny of the map, trying to ex ante approximate proportionality on the maps instead of results responsive to the votes cast.
The level of ambition is correct. I would start with DC statehood.

Again, the immediate response in 2027 to this authoritarian nonsense needs to be more seats on SCOTUS & the total stripping of all money & privileges from the Wizards until they start following the law & Constitution again. But this problem isn't going to be fixed until we get rid of SMDs entirely.
Also, again, the age thing is <completely> endogenous to the system. Parliamentary systems with strong parties & proportional representation rarely, if ever, have this problem. It's the SMDs/direct election of legislators + Congress' committee structure that privileges old folks staying too long.

The thing about this map is that they literally haven't called a single SMD for the CRA yet. The DPFP has more races called in the SMDs than the CRA.

None. It's a good idea. As you dig deeper it gets worse. If your Commission has $50k in the bank then goes through redistricting and splits 5 SMDs stay one and 4 SMDs go to another ANC the money all stays with with the 5 SMDs. Neighbors in the 4 lose that money which is their tax dollars.

If the idea is they should get forty something percent of the seats in a state where they're forty something percent of the vote, there's a system that does that and it's not any form of drawing single-member districts.

I removed all the SMDs first from the mainboard and treated the areas with white vinegar. Followed by an isopropyl alcohol rinse.

A proportional electoral system makes far more sense as a way to achieve proportionality instead of trying to gerrymander a party proportional result in SMDs (which may not accurately represent intra-party politics and or retain party proportionally for 10 years)

The house needs to be ~twice its current size & we need multi member districts. You aren’t going to get well-functioning <multiparty> democracy as long as we have SMDs & FPTP. It’s not even working well in 🇨🇦 or 🇬🇧. Fair maps can fix state hyper-gerrymandering but they can’t solve that problem.
