During Flight 13, the USA shouting happened during the first Starlink deploy and after the soft splashdown.This all started during Flight 11 it seems, when the booster made a splashdown and after 8 Starlink dummies were deployed.

None of the successful booster landings before had any USA shouting.

So, there were no USA shouts at all.

Not after launch, not after Super Heavy splash down, not after orbit insertion, not after the first or the last Starlink deploy (or any others) and also not after the successful Starship splashdown in the Pacific after the first orbital flight.

Starship Booster 21 may have intentionally targeted a splashdown in the Gulf, but SpaceX used the opportunity to run a partial simulated "catch" test, as the pad deluge system was activated in sync of when the booster completed the landing burn.
