Yes, I think Raven's statement is fair. The cost per officer was baked in by Harrell's SPOG contract, and a large amount of SPD's budget is personnel. But the number of positions (as well as spending on overtime, civilian positions, and other stuff) is not legally constrained by the SPOG contract.

I don't think folks understand how kneecapped our CARE team has been by SPOG. The thing that reactionaries think about the police (politicians won't let them do their job!) is actually true about CARE, except it's SPOG that's holding them back. Good to see Wilson pushing for CARE here.
