In other cases, they're more difficult to understand/explain. For those who are more expert in STLDI issues, is it clear why the STLDI score should be binary? That is, it doesn't distinguish between different ways STLDI plans would be regulated beyond the fed guidance (using words like "any"). /end

Wow. STLDI plans offer cheaper premiums, but can leave you on the hook just when you need care the most. They're called "Swiss Cheese Plans" for a reason. Seems...less than ideal for rural areas.

Exactly — a Trump/ Vance administration would immediately set about relaxing STLDI standards once again and suddenly the clock gets turned back, on the reach of these hard-won ACA protections. Suddenly what’s supposed to be short term transitional policy can last 364 days and stack for 3 years

They mentioned that they had initially proposed "Eligible non-QHPs" (Copper plans & Disease Management plans) which would have been state-created but closer to QHPs than something like STLDI. Their initial proposal called for APTC for Eligible non-QHPs, but they removed that in the July 2020 version

The federal govt should:

- Repeal the ACA & all federal health insurance regs

- Free everyone to buy coverage exempt from federal regs via a new category of coverage, codifying the 2018 STLDI rule & codifying BO's 2014 guidance exempting territories

In the STLDI proposed rule (pg 55), HHS seeks comments about how limiting STLDI sales during ACA OEP might affect enrollment. WA & ME have done this. Last I checked, neither has any STLDI policies for sale. https://www.healthinsurance.org/so-long-to-limits-on-short-term-plans/#current

I hope the Republican House majority is small enough to preclude effectively repealing the ACA Medicaid expansion.

While the Trump STLDI rule clarified that insurers were free to offer renewal guarantees, the next president could take that freedom away at the stroke of an autopen. So insurers did not have sufficient incentive to invest in renewal guarantees.

Under the Trump STLDI rule, Obamacare premiums did not spike and enrollment did not fall, as critics predicted. Instead, while the Trump rule was in place from 2018 to 2024, Obamacare premiums stabilized and enrollment increased.

STLDI plans offer comprehensive health insurance to many or most Obamacare enrollees at premiums 60 percent (Congressional Budget Office) to 66 percent (Kaiser Family Foundation) below the lowest-price Obamacare plans.

In 2018, Trump clarified that STLDI could last 12 months, insurers could renew for up to 24 additional months, and insurers could guarantee that consumers could enroll in a new STLDI plan at healthy-person premiums, even if had fallen seriously ill.

Make Trump’s Obamacare relief (his 2018 STLDI rule) and Obama’s 2014 relief both universal & permanent:

John Thune thinks folks can’t remember back to 2018 when Trump and the GOP changed ACA/Obamacare rules to allow short term junk insurance plans (STLDI) that were essentially no health insurance coverage at all.
