This touched nerves on the other site. Yes, the TX bill says if oversubscribed, 80% of applications get lotteried to lower income/SWDs.
The entire point is it doesn’t matter what the bill says about eligibility or application priorities. What matters is how the bill limits/targets take-up and use.

Recent voucher systems just distribute these coupons and walk away. Research shows lower income, special needs, single-mom, and/or families not already enrolled in private school who have to decline voucher offers because they can’t make the add’l finances work or can’t find a school to take them.
Many applications won’t use the $$ because they won’t find a school to take them. Expect this to shake out into a mismatch b/tw applicants and usage, with applications looking more income-equal/inclusive of public students, while take-up heavily skewed to existing private and wealthier families.

Of all the things I have been wrong about, the value of tech in the classroom might be the biggest one. At the beginning of my career, I was passionate about how 1:1 could dramatically increase accessibility, especially for SWDs.
Technology in my classroom has been both a boon & a bane. I got a front row seat to see it innovate my classroom while simultaneously, erode my students’ focus and attention.

These cuts will really increase the importance of local school board elections. We need to start codifying in policy the things that up to this point could be expected of the federal government. Non-discrimination language for SWDs, rights for low-income students, etc. all need to be cemented.
This isn’t about fixing bureaucracy in Washington. This is about defunding your local public school.
