Councilor King presented a zoning change to allow roof-mounted wind energy systems by right across zones, including a 10-foot setback, a device cap of 10 kW and a device height limit of 20 feet; after public comment and extensive questions about noise, historic districts and inspections, the council voted 6-0 to close the hearing and refer the matter to the planning board.
