The town just below the mountain on the Korean side is Samjiyon. It's home to about 30,000 people and they're not typical North Koreans. They live in nice houses and the town has several soccer stadiums, gyms, and recreational activities. It's the good life.. so nobody crosses the mountain.

a perverse example in a very resource-constrained environment: in north korea, snow clearing is a collective responsibility doled out by the inminban ('people's group') - kind of like the StP district councils, only that membership is mandatory and it also carries out mass surveillance functions

Have you looked up their ski resort? These pics look good. DPRK construction is very fast but they sacrifice stability sometimes. Will be interesting to see close ups. My feeling with this re international guests is that it's not really for them.

Back in August, some tour operators were told by North Korean partners that Samjiyon in northern DPRK would be open in December.
A few weeks later, travel industry insiders said they found the North Korean timeline highly unlikely.
