In order to do that, we need sappers, sapper dogs & Rwandan rats that specialize in scenting on mines and are light enough to go over the top of them and stand right next to them while their sapper comes to deal with the problem. You may not realize Rwanda is still embedded with mines.
Demining would take awhile but at least it could START..

i think one problem is that when americans think "civil war" they think our unusually orderly one (which even that is overstated, see: missouri) and not the typical experience of civil conflict which is largely just random murder
