Santa Clara County Fire reported annual response metrics for Saratoga, including average turnout and total reflex times and unit-level incident counts; presenters said the data will inform deployment and apparatus planning.

Santa Clara County Fire presented Genesys (Protect) mapping and Alert SCC push-notifications, urged residents to register and described a joint outreach campaign to boost sign-ups and zone awareness ahead of wildfire season.

After staff revisions and council clarifications, the council approved the annual code update (including a village‑boundary zoning map amendment) unanimously and instructed staff to include precise edits in the next staff report; one proposed ministerial subdivision change (item 6) was removed for later consideration.

Assistant Chief Jeremy Davis told the council that Saratoga‑station crews averaged about 6 minutes 40 seconds for medical calls and about 7 minutes 30 seconds for structure fires this year; staff also reported thousands of WUI inspections, hydrant checks, and new apparatus and training‑facility purchases.

After lengthy public comment and council discussion about boundaries, funding and staff time, the council voted against creating a climate resilience district and did not establish the proposed task force; staff had emphasized the resolutions would begin planning only and would not impose taxes.

Mayor Page reminded residents to test or replace smoke alarms (sensors degrade after ~10 years), keep exit paths clear and prepare sandbags; she said Santa Clara Valley Water ordered 12,000 additional sandbags and Saratoga has more sand and about 1,000 sandbags at the courtyard for residents.

Officials told Saratoga councilors a contract-defined cost-based rate review (year 4) and a comprehensive CalRecycle compliance audit (SB 1383) are imminent; staff said they will provide training and documentation to reduce risk of notices of violation.

At a joint session, West Valley Recycles outlined collection rules, cart sizes, bulky-item pickup, battery collection and multifamily services for Saratoga residents, and answered council questions about outreach, signage and forthcoming rate and compliance reviews.
