The other way disaster victims could be made whole is for CA gov to allow much denser rebuild on destroyed lots, eg, 5-over-1, single stair, multifamily on 8000sf R1 lots.

Building this on one of the burned lots in LA is illegal:
Too high, no multifamily allowed, no setbacks, single stair, no parking. But this is a cool & vibrant neighborhood.
