Reuters reporters identified nearly 300 properties that Setad put up for auction in May alone, many worth millions of dollars. The series can be viewed here The organization's full name in Persian is "Setad Ejraiye Farman Hazrate Emam" Headquarters for Executing the Order of the Imam. The name refers to an edict signed by the Islamic Republic's first leader, Ayatollah Ruhollah Khomeini, shortly before his death in 1989. His order spawned an entity intended to manage and sell properties abandoned in the chaotic years after the 1979 Islamic Revolution. According to one of its co-founders, Setad was created to help the poor and war veterans and was meant to exist for just two years. Almost a quarter-century on, Setad has morphed into a business juggernaut with real estate, corporate stakes and other assets. While Setad controls a charitable foundation, it's not clear how much money goes to charity. Under Khamenei, the organization has expanded its corporate holdings, buying stakes in dozens of Iranian companies, both private and public, with the stated goal of creating an Iranian conglomerate to boost the country's economic growth. The supreme leader, judges and parliament over the years have issued a series of bureaucratic edicts, constitutional interpretations and judicial decisions bolstering Setad. "No supervisory organization can question its property," said Naghi Mahmoudi, an Iranian lawyer who left Iran in 2010 and now lives in Germany. In June, the U.S. Treasury Department imposed sanctions on Setad and some of its corporate holdings, calling the organization "a massive network of front companies hiding assets on behalf of ... Iran's leadership." The Iranian president's office and the foreign ministry did not respond to requests for comment for the series. Iran's embassy in the United Arab Emirates called Reuters' findings "scattered and disparate" and said that "none has any basis" but did not elaborate. Setad's director general of public relations, Hamid Vaezi, said by email in response to a detailed description of this series that the information presented is "far from realities and is not correct." He did not go into specifics. In a subsequent message, he said Setad disputes the Treasury's allegations and is "in the process of retaining U.S. counsel to address this matter." He added: "This communication puts you on notice that any action by your organization could prejudice our dispute in the United States and harm our position for which we hold you responsible." Précis of Justin Marozzi’s Foreign Policy Analysis War as a Gift to the Guards Justin Marozzi’s article argues that Donald Trump and Benjamin Netanyahu’s war with Iran may have produced the opposite of its intended effect. Instead of loosening the regime’s hold, the conflict has, in the article’s telling, strengthened the Islamic Revolutionary Guard Corps and pushed Iran closer to rule by security men rather than clerics. Marozzi frames the argument through the “cobra effect”: an intervention designed to solve a problem ends up making it worse. His version is that military pressure has not removed the regime’s most dangerous actors. It has elevated them. The IRGC as State, Army and Business Empire The article presents the IRGC as more than a military force. Marozzi describes it as a body whose boundary with the state has blurred, with influence over security, the economy and negotiations with Washington. The killing of Ali Khamenei, in this account, did not weaken the regime’s coercive centre. It left the Guards with more room to dominate. The piece points to Mohammad Bagher Ghalibaf’s role in the negotiating track and Mohammad Bagher Zolghadr’s appointment to the Supreme National Security Council as signs of the Guards’ expanding political position. A Captured Economy A large part of the article is about money. Marozzi traces the IRGC’s economic rise through state-owned enterprises, smuggling, sanctions, foundations and state contracts. He highlights bonyads such as Bonyad-e Mostazafan, the Telecommunication Company of Iran, Etemad Mobin, Setad and Khatam al-Anbiya as examples of how the regime’s security establishment is woven into daily economic life. The article’s grim implication is that ordinary Iranians cannot easily avoid enriching the networks that repress them. Using a phone, buying services, or living inside the formal economy may feed institutions tied to the very forces that police the population. Reformers Could Not Break It Marozzi argues that Iran’s elected presidents have had little success in restraining the Guards. Reformists such as Mohammad Khatami and Hassan Rouhani tried to limit IRGC power, while other presidents helped entrench it, deliberately or not. The piece presents the IRGC’s rise as durable across administrations, not tied to one president or one faction. Talks Without Trust The article ends by asking what an IRGC-led Iran would do in negotiations with the United States. Marozzi’s answer is bleak. He argues that the Guards are unlikely to seek normalisation on terms Washington would accept. Instead, the article says, they are more likely to use talks to gain time, money and sanctions relief while protecting Iran’s nuclear programme, missiles and regional reach. The closing pressure is on Trump: if he wants a deal, he may now be bargaining with the very force his war has helped to empower.
