It's well overdue. Moon's inability to get through reform of Prosecutorial powers seemed like the end of the hopeful moment for change that came after the Sewol ferry disaster. At least, that's how I understood it.

I wrote my dissertation on the South Korean democracy movement and one of the things I covered was how the handling of Sewol mirrored the handling of the Gwangju Massacre: policing language, policing the very act of public mourning: it’s an established playbook from dictatorship era.
