After contacting an expert on ancient Sanskrit, it turns out the characters read "oṃ ḍakinī savalaparivara svāhā". As "savalaparivara" is not a real word, he was unable to translate it, however.

If we wanted to meet in the middle, between a literal translation of the Siddham, and how SNK intended for it to be interpreted, it would be something like "O, Great Devourer of Human Flesh and all thy followers, I call upon thee in reverence and trepidation".
