His past, the oppression he went through and the racism were a part of what shaped him. (Sure there is probably also a mental part that he was born with and aint in no way related to his skincolour, but most that shaped him was the way others treated him!) Without those, he might have been different

In a lot of countries, including the UK and Finland, it's the mother's citizenship that decides the child's. I guess that's what they're aiming for. Or perhaps your skincolour at birth.
