After department heads warned that proposed cuts would eliminate key programs and hours, the St. Helens Budget Committee voted to restore library and recreation staffing and funding to prior levels, adding about $239,000 back into the budget. Staff were directed to return a revised budget showing the restorations.

At its May 11 meeting, the St. Helens Public Library Board heard public pleas to spare staff and programs after director Bishop outlined proposed layoffs, furloughs and a reduction in open hours; Mayor Massey proposed creating a dedicated police fund as one alternative to the proposed general-service fee.

At a May 7 budget committee meeting, staff outlined a proposed FY 2026–27 budget that depends on a $24 general services fee on the November ballot and an alternate plan to place police spending in a separate fund. Committee members and dozens of public commenters urged protection for the St. Helens Public Library while debating cuts to the police budget, utility rate adjustments, and tourism contract risks.

Suzanne Bishop, St. Helens public library director, told the joint library board and city council on Feb. 25 that the library saw 49,336 building visits in 2025 and outlined new initiatives — including a Columbia County authors collection, a teen advisory board and a makerspace expansion — while councilors sought legal guidance on what the library may distribute about a pending ballot measure.
