Just one of the 10 least competitive countries had more than 50% of its GDP in debt. To create the Global Competitiveness Index (GCI) score for each country, the WEF ranked more than 100 economic indicators that it grouped into 12 broad categories. Also referred to as pillars, these categories quantify the extent to which a country is competitive. The pillars were then scored from 1 to 7, but each had a different weighting in the final country rank, depending on which classification a nation fell under. Innovation and sophistication accounted for 30% of the score for nations such as the United States, which is an innovation-driven economy, but just 5% of the final score for less-developed nations such as Haiti, a factor-driven economy. Based on the WEF's Global Competitiveness Report, which ranks 148 countries, 24/7 Wall St. reviewed the economies with the highest and lowest GCI scores. Government salaries and the minimum wage were raised. New housing and other benefits are to be provided. At the same time, he plans to expand the security forces by 6,000 men. While the Saudi king seeks to sooth the unrest among the general population by adding more government benefits, he will not grant any concessions to the 8 percent of the population that is Shia. He takes seriously the warning by King Abdullah of Jordan back in 2004 of the danger of a Shia Crescent that would extend from the coast of Lebanon to Afghanistan. Hezbollah in Lebanon, Assad in Syria, and the Shiacontrolled government of Iraq form the links in the chain. When the Arab Spring reached Syria, the leaders in Riyadh were given the weapon to break the chain. Appeals from tribal leaders under attack in Syria to kinsmen in the Gulf states for assistance could not be ignored. The various blinks between the Gulf states in several Syrian tribes means that Saudi Arabia and its close ally Qatar have connections that include at least 3 million people out of the Syrian populations of 23 million. To show how deep the bonds go, the leader of the Nijris Tribe in Syria is married to a woman from the Saud Family. It is no wonder that Saudi Foreign Minister Prince Saud al-Faisal said in February that arming the Syrian rebels was an "excellent idea." He was supported by Qatari Prime Minister Hamad bin Jassim al-Thani, who said, "We should do whatever necessary to help [the Syrian opposition], including giving them weapons to defend themselves." At the same time, the ruling generals in Upper Egypt allow USAID developmental programs to open offices and fund local NGOs that help farmers adopt a market-oriented mode of production and ethics and export their produce. While these "market missionaries" share success stories and claim a great impact, under a monopolistic military regime, Upper Egyptian peasants view the effects of this work as trivial. They assert that they barely see even minor economic transformations in their villages as a result of USAID agricultural programs. The revolution overthrew Mubarak, but it has yet to overthrow the military ruling elite and its economic monopolies. Maintaining the army's unaccountable businesses and rendering them immune to privatization, whilst keeping an arbitrarily mixed system in the country, severely hurts the Egyptian economy at this critical moment. Third, there is no promise that General Sisi can make that he hasn't already betrayed. He took an oath to uphold the Constitution; he suspended the Constitution. He took an oath to loyally serve in the government; he toppled that government. And in the classic doublespeak of military juntas, he loudly condemned the opposition for dealing with foreign powers, while he was actively seeking the help of Western diplomats as well as the Persian Gulf sheikdoms that largely financed his coup. Through all this, the United States government has pleaded impotence. Hardly a day goes by without some press officer, analyst or public official pushing the idea that Washington's influence really isn't that decisive with the Egyptian generals. This cop-out simply won't do. America had influence and still does. It was an American official, not an Egyptian one, who informed President Morsi's staff of the finality of the coup decision. There is only one way forward in Egypt today. The legitimate government must be restored. Only then can we hold talks for a national reconciliation with every option on the table. Though global energy supplies are continuing to grow, they are doing so at a slower pace than in the past and are continually falling short of demand. All this adds to the upward pressure on prices, causing anxiety among countries lacking adequate domestic reserves (and joy among those with an abundance). The world has long been bifurcated between energy-surplus and energy-deficit states, with the former deriving enormous political and economic advantages from their privileged condition and the latter struggling mightily to escape their subordinate position. Even inside Russia, brave civil society leaders still defy autocracy, war and nationalist fervor, and have managed to mobilize tens of thousands against Mr. Putin's intervention, while a larger but quiet section of society will lament the advent of this new era. I met these silent skeptics — in government, business and society — every day in my last job. Citizens rally round the flag during crises, and propaganda works. But Mr. Putin's nationalism is fueled primarily by a crude, neo-Soviet anti-Americanism. To continue to spook Russians about American encirclement and internal meddling will be hard to sustain. They are too smart. Second, Mr. Putin's Russia has no real allies. We must keep it that way. Nurturing Chinese distance from a revisionist Russia is especially important, as is fostering the independence of states in Central Asia and the Caucasus.
