A council member reported the Statewide Transportation Improvement Program (2031–2037) contains statewide funding pools — $1 billion for pavement, $450 million for bridge work, $35 million for culverts and $380 million discretionary — and only three projects in Central Oregon were selected; the Bellevue roundabout did not make the cut.

Commissioner Cleve Fuessenich proposed creating a market for exchanging development rights between land conservation groups and affordable-housing groups across different towns and will discuss the concept with the state representative and senator.
