Sunset Planning Commission recommended approval to city council of a conditional use permit for a Bubble Bath car wash at the proposed Kwik Trip site, after extended discussion about water reclamation, frontage/massing, and whether the combined car-wash/convenience-store project fits the town-center form-based code.

Council Member Hope Thompson said outreach including mailers with QR codes reduced unaccessed properties from about 42 to 12 and that two additional PFAS sites were identified; monthly soil, groundwater and surface-water testing will continue to track mitigation.

Sunset Police Chief Brett Jamison said the department hired a new Code Enforcement Officer but is down two patrol officers after recent resignations; recruiting is difficult as many applicants lack academy training or have problematic employment histories.

A Municipal Coordination Team member updated the council on UDOT's 1800 North project, raising concerns about removed bus stops, student safety at construction zones, trail connections, and whether homeowners will restore landscaping after receiving compensation.

The council adopted the fiscal year 2027 final budget, approved a 5% cost‑of‑living adjustment for employees and elected officials, authorized a $650,000 fund transfer from capital projects to the general fund, and adopted fee schedule updates (including a dispatch fee that becomes effective in October). Several administrative resolutions on retirement contributions, tax rate, personnel holidays, ACH fraud monitoring and an appeal authority were also approved.

Davis County Commissioner John Krause told the Sunset City Council that a commission decision to consolidate 9‑1‑1 dispatch functions with Layton and Bountiful will likely raise dispatch costs for smaller cities such as Sunset. He said he abstained from the commission vote and will seek to revisit the decision and pursue legislative relief.

After lengthy debate about safety, licensing and distance limits, the Sunset Planning Commission voted to send a zoning amendment to allow group homes to public hearing, adding schools, commercial daycares and houses of worship to proposed separation/security provisions; staff will return to the city attorney for review.

At a April 26 work session in the Sunset Room, council and staff reviewed FY2026 budget numbers showing a projected shortfall and discussed cuts, tax options and transfers; they agreed to pursue a roughly $600,000–$700,000 transfer from public‑works reserves to balance the general fund and to return with firm numbers at the May 5 meeting.

The fire-district chief asked Sunset City for support of a district‑funded emergency‑management director position to serve multiple cities; the board has put the idea in a tentative budget and staff will consider next steps.

Council was presented with a roughly $1.0 million estimate for mandated dispatch upgrades and discussed phasing dispatch-fee increases and possible impacts on water and sewer bills; staff will return with options and timing.

Davis County staff asked Sunset City to pre-identify areas it would consider permitting for permanent supportive housing and transitional projects, describing project-based vouchers, on-site services and a notional 60-unit project size while pledging county support for mitigation and funding.
