When Gandhi marched to the sea to make salt in contravention of British law in 1930, he had 2 win-conditions:
1) He would successfully break the law
or
2) The Brits would violently respond & mow down with cavalry & guns people walking to the goddamn beach

Swaraj will fix all the problems he sees and ... fair cop. He doesn't care for Mughal architecture and art much, least of all the Taj Mahal, but appreciates Rajput castles, and temple architecture.
