This took longer than I wanted, mainly because I ended up wrapping the TCL C API to make it play more like pyo3.

But yeah, you can now run Python directly *inside* of TCL, next step is to better do Python -> TCL interop.

After that, you can call a Python script that can drive Vivado :v

Added raku to the startup+shutdown overhead comparison. It has much more overhead than perl and even ruby.
