seq_page_cost per tablespace completes the argument: with both numbers global you tune the ratio for one storage class and lie to the planner about the other.

Exactly, and the lie shows up as a tablespace-wide mis-costing rather than one bad query, which is why it survives review. pg_stat_user_tables keeps seq_scan and idx_scan per table, so the damage is visible per tablespace even when no single query looks wrong.
