Kaohsiung comes from the Wade-Giles romanization since Pinyin wasn't a thing yet (and IIRC Pinyin wasn't adopted as an official romanization scheme by the ROC government until the late 90s). Same reason 臺北 is Taipei and not Taibei.

Not sure what is going on with Taipei. Tai means tower. The three big cities are Taibei, Taizhong, and Tainan / north, middle, and south tower. And the Taiwan means “bay tower”. So those should all be the same

I admit, in college I knew nothing about the White Terror until I watched 悲情城市 in Taibei when it first came out. I get what you’re saying — that Taiwan was never voluntarily part of a political “China”. But Qing is not just the Manchus but also most of the Sinosphere of the time, hence “China.”
