Council approved a second-amendment to the University of South Florida’s campus development agreement limited to impacts on public facilities and services related to a stadium and increased student housing beds; council clarified the city's authority is limited by statute and that the state oversees campus master-plan land-use changes.

University of South Florida representatives told council the campus development agreement amendment would extend the CDA to 2030 and address public-facility impacts from a proposed on-campus 35,000-seat stadium; the council opened the second public hearing for Dec. 18.
