I disagree with Will here, obviously, and the primary reason is someone in need got to use one of those 5,600 tampons. Win or lose, lives got easier.

There literally doesn’t need to be a reason for tampons anywhere, especially a restroom. If tampons in a public bathroom make you upset then you are a pathetic, miserable loser and you need to work on yourself. It’s a public space; you don’t own it. And seeing tampons can’t hurt you, snowflake…
