I used aqua powder from TechnoGlow, then I sterilized it myself in one of my autoclaves.

I just started with a straight line to test the process, so I used a #10 scalpel, but for anything more precise you'd probably want a #15

I'm using technoglow powders mixed with liquitex medium. I really like their products. It glows so brightly, that I could see it glowing through the bubble bag mailer when I brought it in from my porch. The pigments I'm using can glow for 12+ hours too! Hopefully I can start glow painting soon.
