The commission approved an initial statewide allotment estimated at $600,000 to cover high school equivalency exam fees for eligible adults, authorizing staff to distribute remaining vouchers to AEL grantees that demonstrate need.

The commission approved AEL contracted measures and targets for program year 2026–27: a statewide enrollment target of 53,016 unduplicated participants, a measurable skills gains target of 46.3% (negotiated with the U.S. Dept. of Education), and performance-incentive criteria to reward grantees.

The Texas Workforce Commission approved the Adult Education and Literacy strategic plan for FY2026–2031, citing alignment with Senate Bill One, new student‑success indicators, and a 'no wrong door' approach to integrated workforce services.
