Bilingual Director Stephanie Saavedra told the board the district's One Way Dual Language implementation (PreK–4 in 33 schools) produced measurable gains; the Rice University Kinder Institute evaluation found One Way students scored higher in math and reading than peers in the legacy Transitional Bilingual model.

The district reported year-over-year gains for emergent bilingual students in reading, math and TELPAS progress, but noted seven certification waivers impacted roughly 120 students and outlined steps to increase bilingual/ESL certification among teachers.

District leaders told trustees the system now serves more than 43 home languages, reported reclassification gains for emergent bilingual students, and provided special-education data: 24,022 students districtwide with 4,475 served in special education (18.62%), a 71% inclusion rate and a Results Driven Accountability determination level of 2.
