The initial contract value is 170,200 rubles. The Tomsk administration conducted similar procurements in March 2026 and February 2025. The administration of Tikhoretsk District in Krasnodar Krai is also currently seeking similar training services.

Of course, Russia will not agree to halt any strikes. But even if it did, its refineries and other large oil infrastructure nodes (Noginsk, Kaleikino, Tikhoretsk, etc.) have been battered. Many sites need spare parts that are likely unavailable due to sanctions.
