Garfield County commissioners said they will issue an RFP to replace a shared public-lands attorney and pursue a state amendment so the county can sign a Good Neighbor Authority agreement that would help restart timber sales stalled by NEPA and federal capacity limits.

After more than an hour of public comment urging both approval and deferral of timber sales, the Board of Natural Resources affirmed prior approvals for several February sales, voted 4–2 to affirm two legacy-related sales and approved six proposed sales for April; the meeting included sustained calls to defer 15 sales pending fuller SEPA alternatives analyses.

Casey McQuiston, district ranger for the Shoshone National Forest North Zone, told Park County commissioners the zone has an operating recreation budget of about $400,000, hired five seasonals, is planning extensive trail maintenance with partner crews and has active and upcoming timber sales; he also described allowed summer uses at the recently sold Sleeping Giant property and said the travel-management rule is stalled.

Senate Bill 6216 would modernize DNR procedures by allowing sales notices to be posted on the agency website instead of producing pamphlets and by updating publicity and location rules for valuable-material sales; DNR and industry groups testified in support.

HB 2348 would let the Department of Natural Resources use online notices, allow DNR-designated sale locations, and permit re-offer of no-bid sales; supporters called it an efficiency measure while staff clarified it does not change state forest lands rules. The committee took testimony but did not vote.
