The U.S. Senate ⁠left Washington on September 30 for a campaign recess, with Congress yet to reach final agreement on all 12 annual appropriations bills. Senators are scheduled to return November 9, after the midterm elections. The unfinished spending bills total approximately $1.8 trillion. Congress also has not completed the National Defense Authorization Act or a new farm bill, according to States Newsroom. Federal agencies remain funded under a temporary measure that extends funding through December 11. The ⁠House passed the continuing resolution 370–48 on September 1, following Senate approval in August. Before departing, senators ⁠confirmed Keith Sonderling as secretary of labor, UPI reported. Democrats also blocked two Republican-backed measures largely along party lines. One would have required states to consider ways to protect water customers from infrastructure costs associated with data centers. The other concerned restrictions on congressional stock purchases. Republican leaders accused Democrats of blocking legislation for political reasons. Democrats characterized the votes as ineffective measures intended to create campaign talking points, according to UPI. Agriculture Committee Chairman John Boozman, R-Ark., ⁠told States Newsroom he hoped lawmakers could reach a bipartisan farm bill agreement later this year.
