City staff told the Measure B oversight committee the aquatic center design moved from an indoor to an outdoor recreation pool at council direction; construction documents are underway, bidding is expected next spring and staff targets a summer 2029 opening. Committee members raised concerns about contingencies and whether Measure B funds would be used for cost overruns.

After weeks of public debate and consultant presentations, the council authorized Group Four to prepare construction documents but directed staff to prioritize an outdoor-focused plan (omitting the indoor natatorium) and to return with a detailed financing plan and bid alternates. The full build-out remains an option if funding is found.
