Consultants presented the scope, schedule and cost for Phase 1 of Rockwall County’s Outer Loop—nearly six miles from Highway 276 to the Collin County line—announcing a public hearing for Oct. 29 and saying construction is currently programmed to begin in 2034 pending funding.
