Penang Mandates Covered Walkways for Transit-Oriented Development Projects
Penang developers are now required to construct covered walkways and pedestrian links around transit stations under new regulations aimed at prioritizing public access and connectivity over property density. Jason H'ng Mooi Lye, chairman of Penang's local government and town and country planning committee, emphasized that Transit-Oriented Development (TOD) does not permit developers to seek higher density or plot ratios. Instead, TOD focuses on creating connectivity and essential public facilities to ensure easy access to LRT stations, bus stops, taxi stands, and other future transit infrastructure. H'ng highlighted that Penang Island City Council (MBPP) has already implemented covered walkway requirements for certain developments, even outside designated TOD zones, to address existing connectivity gaps. He stressed that the first- and last-mile (FLM) connectivity is just one aspect of TOD, which encompasses broader planning principles. The state has appointed a consultant to develop a TOD concept for Penang, with TOD areas identified in local plans under both MBPP and Seberang Perai City Council (MBSP). H'ng also noted that Penang can no longer allow land-use planning, development, and transportation to evolve independently, especially with the ongoing construction of the Mutiara Line LRT. The Draft Penang Structure Plan 2040 (Review) incorporates TOD components, including FLM connectivity, feeder buses, covered walkways, pedestrian crossings, and traffic management. MIPNB chairman Datuk Michael Ong Chin Keong added that TOD should not be viewed merely as a planning concept to increase development intensity around rail stations but as a means to build communities around people. He emphasized that successful TOD should be measured by providing shorter, safer, and more convenient journeys while improving quality of life and making public transport the preferred choice for daily travel. The Transit-Oriented Development conference in Sungai Nibong, attended by approximately 300 professionals, featured sessions on local authority planning, human-scaled TOD, gender-responsive urban mobility, policy and governance, land value capture, and safe, connected mobility. The conference included speakers such as MBPP planning development director Mohd Bashir Sulaiman and Pulau Tikus assemblyman Joshua Woo. The new regulations aim to ensure that Penang's urban development aligns with sustainable transportation goals, enhancing accessibility and reducing reliance on private vehicles.
