The City of Troy Board of Park Commissioners adopted an updated Parks and Recreation master plan after staff said only minor editorial edits were made and the Recreation Board had already approved it; board members praised staff and volunteer steering committee work.

City staff asked the Streets and Sidewalks Committee to authorize up to $13,000,000 so the city can award a contract for the downtown safety streetscape renovation after bids came in slightly above prior authorization; the committee voted unanimously to advance the recommendation with emergency authorization.

Local providers and residents suggested alternatives to citations: a private parking lot for short stays, a cold-shelter model that housed 10–12 people for four months at an estimated cost of $35,000 in a nearby community, and stronger coordination among nonprofits, county agencies and the city.

Dozens of residents urged the committee to avoid criminal penalties, citing medical vulnerability, lack of shelter access and the danger of fines or jail; speakers asked the council to prioritize outreach, cold shelters and secure parking instead of immediate criminal enforcement.

The Safety & Health Committee voted to forward to full council an amended ordinance that would ban camping and sleeping in public rights-of-way while adding a required outreach-and-services step before enforcement; the police chief said the measure fills an enforcement gap, while advocates urged housing alternatives instead of criminal penalties.

After several meetings and a July public-input session, staff asked the commission to recommend the draft UDC and zoning map to city council; commissioners discussed zoning-map formatting, a new gateway overlay, a three-studio cap with 2,000-foot spacing for tattoo studios, and a mandatory public hearing for data-center uses.

Council adopted three emergency resolutions to expedite annexation of 162.720 acres (Nashville Acres LLC at 2674 Swales Road), approving municipal services, buffer requirements and consent to annexation after a committee recommendation to meet statutory timelines.

After extensive public comment and legal concerns, Troy City Council moved Ordinance O32-2026 (prohibiting habitation in vehicles) back to committee for further review, with a follow-up committee meeting tentatively set for Aug. 31 at 6 p.m.

After a staff presentation on the Unified Development Code and an extended public‑comment period focused on data centers, the planning commission voted to recommend an emergency text amendment for service stations and declined to hold an optional planning hearing on that amendment.

At a Committee of the Whole meeting, city staff and a consultant reviewed alternatives for the West Main (SR 41) / Experiment Farm / Stanfield intersection and presented crash, delay and cost analyses; after public comment and council questions about delays for 23,000 daily West Main drivers versus pedestrian safety, a majority of members indicated they were leaning toward a roundabout and directed further public outreach with ODOT.

Council debated Ordinance O29-2026, which would extend a 90-day moratorium on certain residential social service facility permits while ending a moratorium on gas station permits; an amendment seeking immediate changes failed and council moved the original ordinance to a second reading.

Staff presented a revised Unified Development Code that would require data centers to go through PD review with 100‑foot setbacks, 40‑foot buffers, and mandatory acoustic engineering; it would also prohibit standalone gas stations as a principal use and permit them only as accessory uses to large retailers (50,000 sq ft), and the commission voted to recommend a 90‑day extension of the moratorium to allow adoption of the UDC.

Consultants told Troy council a two‑lane roundabout at West Main (41)/South Stanfield/Experiment Farm would reduce severe crashes and balance delays. ODOT would fund ~$2.57M; remaining costs would come from local TIF funds. Council and residents pressed on truck access, pedestrian crossings and construction staging.

Planning staff reviewed a draft Unified Development Code and highlighted changes ranging from treating agricultural buildings as principal structures to clarified sign rules, new application completeness procedures, and tightened nonconformity language; staff will deliver a redline draft next week for further review.

On June 1 the Troy City Council approved emergency suspensions and adoptions for a package of resolutions and ordinances authorizing festival permits, several grant applications (including CDBG and ODNR grants) and a USDOT design grant for a key intersection.

Councilmember Ron Schilling moved to amend the downtown streetscape ordinance to add eight double-sided rectangular rapid-flashing beacons (RRFBs) at a proposed cost of $12,160,000; after extended debate over safety, consultant recommendations and cost, the amendment failed on a 1–6 roll-call vote.
