Staff presented three FY2627 budget amendments: (6) a state special education preschool grant with modestly increased state funding but still short of program costs; (7) a Tennessee Tutoring Grant for $78,060 to pay part-time tutors; and (8) a $156,681 summer-program carryover with about $104,000 proposed for tutor salaries, pending state assurances.

District literacy leaders presented data showing improvements in K–2 reading benchmarks and described a high-dosage tutoring expansion that will provide 1,643 seats this school year (DESE-funded 1st-grade seats plus district-funded seats).

District will expand PSAT/SAT access beginning in grade 8 (cost not to exceed $70,000, funded by Ready to Learn grant) and approved a one-year HeyTutor contract for high-impact algebra tutoring at up to $250,000, with in-person tutoring aligned to classroom instruction.

On April 27 the Shenandoah County School Board approved the fiscal year 2026–27 budget and capital improvement plan after adopting a tiered pay increase that frees funds to restore $121,000 for tutoring; the final package passed unanimously after two amendments were approved.

A Coffee County School Board committee discussed expanding targeted tutoring, continuing federally funded NIET work, and launching a districtwide mini‑grant program with a suggested $2,500 cap per award and a $50,000 seed pool; staff were directed to draft an application and rubric for board approval.
