A new report published by ThinkLabour, in collaboration with the British Foreign Policy Group (BFPG), is urging the UK government to establish a National Resilience Corps (NRC) comprising tens of thousands of civilian volunteers. The proposal outlines a voluntary organisation that would begin with 10,000 participants in its first year and expand to 50,000 within five years, with the aim of strengthening Britain's preparedness for crises affecting critical national infrastructure and essential services. Under the plan, volunteers would undergo an initial 10 days of training, followed by ongoing volunteering and further training, before being made available to support emergency responses. The Corps would focus on key sectors including health, energy, transport, communications, food, water and emergency services, designed to complement rather than duplicate existing organisations such as the armed forces or emergency responders. Drawing on models from countries including Sweden, Norway, Finland and Germany, the report estimates the scheme would cost £90 million in its first year, rising to £240 million by year five. Ed Arnold, a senior fellow at the BFPG, said the NRC would help turn public willingness to help into practical capability by providing people with the training and experience needed to support their communities during a crisis. Polling conducted for the report found strong public backing, with 47% supporting the creation of an NRC compared with 12% opposing it. The proposal comes amid wider debate about national resilience and home defence, including recent wargames that highlighted the importance of coordination between local authorities, emergency services and the voluntary sector.
