People like me who are big supporters of devolution should be honest about the drawbacks. If UTCs have a bad record,... but the trustworthy people who put the hard work in to non-academic education in Leeds mostly supported UTCs,... then I as a devolutionist back UTCs in Leeds. Even if it's wrong.

...they got better. Today, UTCs perform well. Students get GCSEs and a technical qualification. They can change direction at 16 or 18. There's much that can be learned from how UTCs do this. (5)

Major A&Es are where the problems are. UTCs current comfortably beat the fewer than 5% of patients wait over 4hr standard. And their attendance growth is very different as this chart shows:

Like even inside UTCs land use is abysmal! Improving VTA stop land use in Santa Clara County would be a big deal. I’m fully committed to supporting SB-79 to the end.

The UTCs do a lot with limited federal grant funding; they're where the most interesting TRB papers come from. But university research is in a pre-practitioner silo, and then those kids get hired as consultants who have no incentive to question the process.
